The Department of Science and Technology - Forest Products Research and Development Institute's (DOST-FPRDI) Scientist Arsenio B. Ella recently clinched the 2015 Presidential Lingkod Bayan Award of the Civil Service Commission.

A renowned wood anatomist, Ella spent much of his 43 years in government service developing scientific methods of harvesting resin from forest trees, and travelling to remote communities all over the country to share the techniques to indigenous peoples.

Ella's methods have not only preserved the life of the trees (pili, almaciga, apitong, palosapis, Benguet pine and other species), but also created livelihood for the Bontocs, Isnegs, Mangyans, Dumagats, Aetas, Tagbanuas, Palau-ans, Bataks, Mandayas and Manobos, among others.

A native of Camarines Norte, Ella started in DOST-FPRDI in 1974 and was conferred the rank of Scientist III in the DOST Scientific Career System in 2001. He obtained his BS in Forestry in 1973 and his MS in Forestry in 1983 at the University of the Philippines Los Banos (UPLB).

Among the honors he has received are The Outstanding Filipino (TOFIL) Award in 2014, National Academy of Science and Technology's Environmental Science Award in 2015, the University of the Philippines Alumni Association's Distinguished Alumnus Award for Environmental Conservation and Sustainable Development in 2013, UPLB Alumni Association's Outstanding Alumnus for Natural Resources Technology Development and UPLB College of Forestry and Natural Resources' Most Outstanding Alumnus Award (Mancono Award) in 2012.

The Civil Service Commission's Presidential Lingkod Bayan Award is bestowed on a person or group of persons for exceptional contributions resulting in an idea or performance that has nationwide impact on public interest and national security. Eleven government officials and employees received the honor this year. (Rizalina K. Araral, 20 November 2015)#
