DOST, DLSU test contactless apprehension for traffic violators

The De La Salle University (DLSU), together with the Department of Science and Technology, has put on trial a new technology-based traffic solution aimed at clamping down on errant motorists.

The project, dubbed "Contactless Apprehension of Traffic Violators on a 24-Hour Basis and All-Vehicle Detection System (Catch-All)," was piloted in Manila last May.

DLSU partnered with the DOST's Philippine Council for Industry, Energy, and Emerging Technology Research and Development (PCIEERD) for the project implementation.

Dr. Elmer Dadios, project leader, said that there are two reasons for traffic congestion in the Philippines: one is due to volume of vehicles, and the other is behavior-based congestion. He said Catch-All aims to solve the latter type, focusing on drivers' behavior.

A total of ten CCTV cameras were distributed around Manila to test the software. Two are located along Estrada Street beside the DLSU campus, accompanied by an LED board that displays the plate number of vehicles and the violation it committed.

The Catch-All software application can detect the following:

• Vehicle detection and tracking
• Plate number recognition
• Vehicle profiling
• Violations

o Number coding violation
o Beating the red light
o Swerving

Manila Traffic and Parking Bureau representative Julio Galang said the tech initiative can help detect violations that may be overlooked by traffic enforcers.

He said the implementation of Catch-All could strengthen the enforcement of traffic laws around Manila. The project proponents said they intend to tap the Metropolitan Manila Development Authority and the Land Transportation Office for the nationwide implementation of Catch-All.

For now, however, the project aims to make Manila a Traffic Discipline Zone – a model city which other cities can emulate to solve traffic congestion in the country.
