APCTT's 13th Governing Council Session Eyed Capacity Building Activities in 2018 to achieve Sustainable Development Goals

The Asian and Pacific Centre for Technology Transfer (APCTT) of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) held its 13th Session of its Governing Council (GC) last 28-30 November 2017 at the Holiday Inn Hotel and Suites Makati, Manila, Philippines.   The Session which highlighted the election of a chairperson and vice chairperson for the GC and the conduct of the international conference on green technology was hosted by the Technology Application and Promotion Institute (TAPI) of the Department of Science and Technology (DOST). 

Director Edgar I. Garcia of DOST-TAPI assured the country's mutual beneficial cooperation and continuing support for the activities of APCTT.  Director Garcia was elected Chairperson and Sri Lanka Representative, Mr. Fernando Justin Shavindranath as its Vice-Chairperson.  Member States comprising of Bangladesh, China, Fiji, India, Indonesia, Islamic Republic of Iran, Malaysia, Pakistan, The Philippines, Republic of Korea, Sri Lanka, Thailand and its new member, Kazakhstan attended the 13th Session of the GC.  Among others, the Council advises on the formulation and implementation of the program of work and, reviews the administration and financial status of the Centre.

The Council called upon member States to significantly enhance the financial support to the Centre to effectively implement programs and projects in accordance to its mandates and, to address the challenges to achieve the Sustainable Development Goals through capacity-building activities.  The Council agreed for the program of work for 2018 which calls to develop more project collaborations with relevant industry players that will strengthen the capacity of science, technology and innovation (STI), and enhance sharing of information for technology adoption and commercialization by the member States. 

The International Conference on Green Technologies for Achieving Sustainable Development Goals which was attended by 77 participants from countries across Asia and the Pacific constituted the high-level substantive segment of the 13th session.  The Conference deliberated how governments can promote the transfer and adoption of green technologies for sustainable future.  DOST Secretary Fortunato T. De la Peņa, the guest speaker for the Conference encouraged the member States to engage in cross-border technology transfer by sharing information on the best practices to help other member States and calls for a greater private sector involvement in the area of technology commercialization.  He (De la Peņa) however, suggested to the GC to look into expanding the Centre's human resource pool and on intellectual property (IP) issue regarding cross-border technology transfer.  

This year's successful implementation of APCTT's programme of work challenges the proposed activities for 2018 which will be reported in the 14th Session of its Governing Council that will be held in Thailand next year. (By: Pierre Sonia S. Dela Corte, Sr. SRS, TAPI-TIPD)
