One glimpse at the guy and you may say he comes from a rich family, clean, decent and handsome. But more than the physical appearance, Engr. Cedie Orain Pamplona totes scholastic achievement having graduated as Magna Cum Laude with a degree of Bachelor of Science in Electrical Engineering at Bicol University College of Engineering (BUCENG), Legazpi City and First Placer as Registered Master Electrician in April 2017.

In the 2018 electrical engineering board examination (01-02 September 2018), Engr. Pamplona was Top 5 (90.80%), a pride of the Bicol Region together with Engineers Niño Boy Armario Dacer, Top 1 (93.05%) and Mhenbert Manalo Baranda, Top 10 (89.90%) of BUCENG and Engr. Mark Joseph Bien Ceriola, Top 8 (90.25%) of Divine World College of Legazpi (DWCL), Legazpi City. Both BU and DWCL are active member-institutions of the Bicol Consortium for Industry, Energy and Emerging Technologies Research and Development (BCIEERD), a DOST V network/consortium based at the Camarines Sur Polytechnic Colleges (CSPC), Nabua, Camarines Sur.

Life was not that easy for Engr. Pamplona who hails from Mauraro, Guinobatan, Albay and a high school graduate of Marcial O. Rañola Memorial School (MORMS), Guinobatan, Albay. Engr. Pamplona comes from a striving family whose father Mr. Romulo M. Pamplona, Jr. is a tricycle driver and the mother, Mrs. Leila O. Pamplona, a helper in a store with a brother, Hanz Christian O. Pamplona, an elementary pupil.

"During Typhoon Reming, a super typhoon that heavily devastated the region in 2006 (Engr. Pamplona was in elementary then), our house was washed away by the strong flood", he recalls teary eyed. That started the struggle of the family to make both ends meet. Since then, Engr. Pamplona was so determined to alleviate the family condition. "I studied well until my college years and was blessed having passed the Department of Science and Technology – Science Education Institute (DOST-SEI) Undergraduate Science Scholarship and became a DOST scholar from 2013 to 2018, he said while thanking DOST for the great opportunity of finishing college and become successful someday, a dream especially of a teenager like him.

"The recent recognition earned as a Top 5 through sleepless nights and hardwork is worth it all, a blessing from the Almighty and return gesture to the priceless efforts and support from my parents", Engr. Pamplona, added.

As an electrical engineer, Engr. Pamplona plans to work in Metro Manila and gain experience and exposure amidst the challenges particularly in the field of power system and design. He also includes taking up a Master's degree in his priority while working.
