Attended by STARBOOKS Implementers and staff from Regions IV-A (CALABARZON), IV-B (MIMAROPA), V (Bicol Region) and National Capital Region (NCR), the convention featured exhibits, discussions and presentations by various stakeholders and partner organizations, trends in library and education, as well as good practices and success stories from STARBOOKS beneficiaries. The Department of Science and Technology – Science and Technology Information Institute (DOST-STII) led by Dir. Richard P. Burgos, spearheaded the event. Ms. Pamela Macy V. Dreo, SRS II/STARBOOKS Regional Coordinator, Ms. Mirasol Fernandez, SR Analyst and Mr. Richard Esplana, Computer Programmer II represented DOST V. Dir. Tomas B. Briñas, Regional Director, DOST V delivered the Inspirational Message from Usec. Brenda Nazareth-Manzano, Undersecretary for Regional Operations, DOST.

DOST-STII's partners and stakeholders introduced their programs to enlighten the participants to various opportunities and avenues for collaboration, among them the Association of Science & Mathematics Educators of Philippine Private Schools (ASMEPPS); Infinite-O Group Foundation; Children's Hour Philippines Foundation, Inc. and Telstra Foundation Philippines. The Philippine Science High School (PSHS) – Main Campus; FrontLearners, Inc.; Knowledge Channel Foundation, Inc. and the University of the Philippines (UP) – Los Baños presented the varying trends and approaches in the library and education systems. Ms. Maria Yzabell Angel V. One of the highlights of the event was the sharing of testimonials on STARBOOKS' profound impact in the schools and communities. For Region V, Mr. Fernando Negrite, Principal, Pilar I Central School, Pilar, Sorsogon shared how STARBOOKS became the catalyst for his school to win the 2018 Pilar District MTAP Mathematics Challenge. It was in 2014 that STARBOOKS units were awarded to Pilar I Central School, and since then it has become a great help for the students in academics and research work. Aside from this, Ateneo de Naga University was also among those who received the Recognition for Consistent Report Submission in STARBOOKS.

STARBOOKS is a compilation of digitized S&T information and resources in various formats such as text, audio and/or video designed for schools and communities particularly those in remote areas where the internet is inaccessible. Developed by DOST-STII, STARBOOKS is a "library in a box" intended as information access portals with a user-friendly interface, with resources in various formats such as text, audio and/or video.

With over 3,000 sites nationwide, STARBOOKS has indeed gone a long way in bringing Science, Technology and Innovation closer to the people. (DOST-STIIMs. P.M.V. Dreo Mr. M.F.L. Miranda, DOST V)
