DOST-TAPI holds 2018 Technology Transfer Forum in Cebu

Lapu-Lapu, Cebu – The Technology Application and Promotion Institute of the Department of Science and Technology (DOST-TAPI) organized 2018 Technology Transfer Forum on 16 October 2018 at the Shangri-La's Mactan Resort and Spa, Lapu-Lapu, Cebu.

The Technology Transfer Forum is one of the side forums held in conjunction with the Philippine's hosting of the Association of Southeast Asian Nations (ASEAN) Science Ministers meeting on 15-19 October 2018.

The forum paved the way in presenting topics on technology matching, issues and concerns on technology transfer and commercialization, as well as best practices from participating nations.

Moreover, the sessions acquired significant insights from international speakers on bringing technologies in the market and planning innovative strategies in technology adoption, and overcoming different challenges relating to technology transfer and commercialization.

"Singapore's economy evolved from a labor-intensive economy to a knowledge-intensive one," said Mr. Eugene Wee, Senior Vice President of Exploit Technologies Private Limited (ETPL) of Singapore.

Technology transfer has played a key role in Singapore's economic development for the past years.

"The most important considerations to keep in mind in successfully bringing a technology to the market is understanding what the problem is, what are the needs of the industry, and developing the solutions as part of the research and development (R&D) framework to the problems," added Wee.

Dr. Viraj Perera, Chief Executive Officer (CEO) of PlaTCOM Ventures of Malaysia explained the factors affecting technology transfer and commercialization.

"The most successful technology transfer and commercialization platforms worldwide have thoroughly addressed the policy, awareness, talent pool, metrics and measurements, and other elements that can affect such processes," said Perera.

Dr. Danilo B. Largo, Director of Research, Development, Extension, and Publications Office and Manager of the Innovation and Technology Support Office of the University of San Carlos shared his experience in technology transfer.

"The major challenge in technology transfer and commercialization is the intellectual property disclosure by the researchers which may be important to be shared for the benefit of society," said Largo

More than a venue for technical experts, researchers, and policy makers to share their best practices and ideas for future collaborations, the forum spearheaded the creation of policy recommendations on technology transfer in the ASEAN.

A total of 73 participants attended the Forum composed of representatives from ASEAN members from Myanmar, Indonesia, Thailand, Singapore, Lao People's Democratic Republic, and Finland, the technology transfer officers from DOST R&D Institutes and Councils, and researchers from other government and private organizations.
