Año lauds DILG's disaster information center for winning Wind Vane Award

Department of the Interior and Local Government (DILG) Secretary Eduardo M. Año has lauded the Central Office Disaster Information Coordinating Center (DILG CODIX) for winning this year’s prestigious Wind Vane Award in the 69th World Meteorological Day and 154th National Meteorological Day recently.

Año said the Wind Vane Award was a fitting recognition to CODIX which has been a vital component in the Department’s Disaster Risk Reduction-Climate Change Adaptation (DRR-CCA) efforts to help local government units (LGUs) and communities become more disaster-ready and prepared.

“I congratulate CODIX for receiving this award which is a testament of its noteworthy contributions to the DILG’s thrust in providing timely and proactive guidance to LGUs and communities before, at the onset of alert, during,and after disasters,” Año said.

The Wind Vane Award is the highest award given to individuals and organizations that demonstrated excellent contributions in support to DRR-CCA efforts in the country.

CODIX is the disaster risk reduction and management (DRRM) coordination and disaster operations arm of the DILG which leads in the coordination of all DRRM initiatives of the Department with all other government and non-government partners.

It handles not just inter-agency coordination of DILG on DRRM but also internal coordination within the DILG structure and between its attached agencies.

The DILG Chief explained the CODIX was recognized for its efforts to ensure the continuous and functional operations of the DILG from its central, regional, provincial down to its field offices during disasters and emergencies and its contributions in handling disaster operations.

It was also recognized for its support and assistance to PAGASA in the fast dissemination of forecasts, warnings, and advisories through its text blast system.

“CODIX truly deserves the award as it is doing a great job in coordinating with responsible agencies and authorities for the generation of information and timely early warning dissemination to LGUs and communities,” he added.

How CODIX operates

Dir. Edgar Allan Tabell, Chief of CODIX added CODIX’s work entails establishing coordination mechanisms to facilitate external coordination among members of the National Disaster Risk Reduction and Management Council (NDRRMC) composed of some 43 other agencies and organizations.

When the NDRRMC changes the alert level to Blue or Red Alert, he says CODIX is the first to be sent to the NDRRMC Emergency Operations Center to provide that critical link between its member-agencies and the DILG.

CODIX gathers information from partner agencies which serve as inputs for proper LGU actions.

With this, national agencies are able to secure local situations from CODIX, such as the number of evacuees, locations of activated evacuations, ongoing situations, among others.

CODIX then prepares actions plans which are recommended to the Secretary and carries them out once approved.

Tabell says he was humbled by the award, saying “disaster coordination is not working but service with the ultimate aspiration of seeing more disaster-resilient communities through the DILG.”

The Department of Science and Technology-Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA), which spearheaded the event, also conferred the award to six other individuals and groups, namely, Nathaniel Cruz of GMA Network, Philippine Air Force (PAF) 900th Air Force Weather Group, Japan International Cooperation System (JICS), Dr. Ben Jong-Dao Jou of National Taiwan University, Mayor Hermenegildo Gualberto of San Fernando, La , and Gov. Yevgeny Vicente Emano of Misamis Oriental.
