DOST-ASTI Director, 2010 GAWAD CES Awardee

altDenis F. Villorente, Director of the Advanced Science and Technology Institute (ASTI), was one of the four (4) CESOs who were conferred the 2010 Gawad Career Excecutive Service (CES) by His Excellency Benigno S. Aquino III on 11 January 2011 at the Rizal Hall, Malacanang Palace.
 
The GAWAD CES is a Presidential award that recognizes members in the CES for exemplary performance and significant contributions, particularly in the areas of innovation, information and communication technology, social services, administrative reforms and public policy (definition from the CES Board). It was launched in 2005 eyeing a pool of talent, expertise, innovation and inspiration in the CES. In its sixth year of giving out the awards, the CESB has specifically recognized, among the rare breed of professionals, "men and women of science"  whose objectivity, precision in action and logical reasoning have transformed into valuable contributions to a stronger nation-building and whose love of country, passion to serve and devotion to family and community have reminded us that an inspiring leadership truly exists in the country.
 
As a 2010 GAWAD CES awardee, who rose from being a Pisay graduate, UP Isko, an Engineering Board Exam top-notcher, a loyal technical staff of the Department of Science and Technology (DOST),alt particularly, the DOST-ASTI, and a respected Head of the Agency since 2005, Director Villorente has been cited for three (3) of his most successful accomplishments, as follows:
 
1.Leading the continued growth and promotion of research networking in the country through the Philippine Research, Education and Government Information Network, most popularly known as, PREGINET, which has provided a faster and more reliable way of academic collaboration among researchers and scientists, and established internet connectivity to government agencies enabling them to comply with the Government Information Systems Plan (GISP);
 
2.Being an enabler of Internet Protocol version 6 (IPv6) technology and awareness in the country, as well as provider of technical expertise, in lieu of paid IPv6 consultants, to both government and private telecommunication companies, on the process of gaining IPv6 capability when the IPv4 addresses are exhausted; and

3.Leading the technical team involved in the certification of the automated election system which was used in the May 2010 National and Local Elections and showed that a clean, credible and orderly electoral process is still feasible in the country with the help of technology.

As a consistent Filipino scholar-turned-engineer, -scientist and -leader, Director Villorente  continues to lead and guide the DOST-ASTI, certified ISO 9001:2008 compliant, in the efficient and proper implementation of research and development programs and projects consistent with overall national development goals. As an icon in information technology communications and network and space technologies, he is known to everyone as a man less in words but more in progressive and strategic actions. As a loving and very responsible father and husband to his family, he has also fathered the ASTI since the time he was put in the position and evidently, manifested a simple lifestyle.

Indeed, Director Villorente is a paragon of intellectual and technical capital that fights against the "brain drain" phenomenon in the country. He has committed himself more to an otherwise less financially rewarding career. He has made it sure that the taxes paid by the Filipino citizens for his education have created a greater return to the Philippine economy. Such distinctive trait is something any CESO should be proud of!

The three (3) other 2010 GAWAD CES awardees were Undersecretary Mario C. Villaverde of the Department of Health,  Executive Director Patricio S. Faylon of the DOST-Philippine Council for Agriculture, Forestry and Natural Resources Research and Development and Director Urdujah A. Tejada of the DOST Regional Office No. II. Each of the awardees received a plaque of recognition and P100,000.00. Director Villorente was accompanied by his father, Mr. Ambrosio R. Villorente, his sister, Ms. Amelia V. Abuan and his staff: Atty. Carmencita M. Echano (Chief, Finance and Administrative Division), Ms. Narcisa Juvilyn C. CastaDOST-ASTI Director, 2010 GAWAD CES Awardee eda (Planning Officer) and Ms. Mylene N. Monton (Human Resource Officer) when he received his award.
