E-procurement agency unveils PH government's first solar project

The Procurement Service-Philippine Government Electronic Procurement System (PS-PhilGEPS) recently became the first national government office to harness solar power when it launched solar-powered rooftop at its main office in Paco, Manila.

PS-PhilGEPS executive director Jose Tomas C. Syquia said the solar rooftop will cover at least 20 percent of the agency's energy requirement, saving as much as P50,000 on its monthly electric bill.

Department of Budget and Management secretary Florencio Abad, who delivered the keynote message during the switch-in ceremonies, cited the agency's initiative as "prudent from both the financial and the environmental point-of-views."

The solar rooftop initiative comes at a time where climate change poses as a real threat and the mitigation of its effects a priority of governments.

Abad said that Typhoon Yolanda cost the country P180 billion in rescue, rehabilitation, and reconstruction requirements, which would be completed within three years or until 2016.

With the Philippines ranking third globally among countries most vulnerable to climate change, the solar rooftop installation at PS-PhilGEPS is a good start to "achieving lasting and true development," officials said.

Installed by solar solutions provider Propmech Corporation, the PS-PhilGEPS solar power plant has a 51.3 kilowatt peak Direct Current (DC) capacity and a 40-kilowatt Alternating Current (AC) net capacity.

Its average monthly solar production of 4,645 kilowatt-hours (kWhr) will save the agency about P11.24/kWhr. Using the system over a year has the equivalent of planting 280 trees.

"We are proud to be part of this landmark renewable energy project," said Propmech COO Helen Tong.

"The launching of PS-PhilGEPS system is a testament to the public sector's commitment to going green and its confidence in solar technology. In this day, going green is no longer an option but a must because we have finite resources," said Tong.

She said that Propmech will continue to "assist both private and public sectors in reaching their energy efficiency goals."

Propmech has completed several renewable energy projects in the country, including projects under the rural electrification program of the Philippine government, installation of solar rooftops of Asian Development Bank (ADB), Manuel L. Quezon University (MLQU) and St. Scholastica's College (SSC), and the installation of Manila Electric Company's (Meralco) own solar power plant.
